Grades reflect institutional outcomes after violence occurs. Legislative commitments and policy declarations are not scored.

Assessment focuses on measurable accountability, procedural reliability and data transparency.

Color: Green-Yellow

  • Legal and institutional framework operational.

  • Enforcement generally active but inconsistently applied.

Color: Amber

  • Legal provisions exist.

  • Enforcement outcomes uneven.

  • Protection mechanisms inconsistently reliable.

D — Weak Enforcement

Color: Orange

  • Statutory framework present but enforcement limited.

  • Systemic barriers to protection persist.

  • Data transparency fragmented.

E — Severe Enforcement Deficiency

Color: Dark Orange

F — Systemic Failure

Color: Red

  • Enforcement absent, negligible or structurally obstructed.

  • Protection mechanisms ineffective or hostile.

  • Data transparency absent.

  • Legal recognition limited or poorly defined.

  • Enforcement rare or structurally ineffective.
